Answer: Yes, you can. You would need to do a quad, meaning two sets of 4, then wrap them around. If you look on YouTube you should be able to find examples. 

Question: Is sand better than water for weighing it down?

Answer: Water better. The hole is smallish and sand would be quite a bugger to get in/out. If you only plan on filling it once...sand should be fine.
